The Broadcasting Media Communication Commission (BMCC) has recently officially requested the implementation of youth protection measures for X’s AI service Grok. This action is a response to concerns about the dissemination of sexual exploitation materials and non-consensual sexual images, prioritizing the safety of young people. The BMCC urges the introduction of safety measures to prevent illegal activities while using the Grok service and has notified xAI to submit a specific protection plan. Let’s check them one by one below.

Demands for Youth Access Restrictions and Harmful Information Management
The BMCC has requested the following measures to be implemented immediately for the Grok service:
-
Establishment of a Youth Access Restriction System
-
Automatic Filtering and Management Measures for Harmful Information
-
Application of Technology to Block the Creation of Sexual Exploitation Materials and Deepfakes
xAI has already designated a youth protection officer in accordance with the Information and Communications Network Act, but has been required to submit additional materials regarding the recently launched Grok service.
Warning of Severe Penalties for Violations of Korean Law
The BMCC clearly communicated that the production, distribution, possession, and viewing of sexual false videos without the consent of the parties involved in Korea are all subject to criminal penalties. Chairman Kim Jong-cheol emphasized, “While supporting the development of new technologies, reasonable regulations to prevent social side effects are essential.”
Current Status of the Grok Service and Future Prospects
xAI has not disclosed an official position, while the BMCC plans to strengthen regular monitoring to prevent the recurrence of similar cases.
